Licence issue, user CAL

I have some licencing issues.

I have this scenario. I have a server-client design. Clients only communicate with the server aplication. The server application communicates with sqlserver. So that is the only connection.

Is this considered to be one user enviroment, with no need for additionl CALs or does every client application represent an individual user, thus requering additional user cals.

Kind regards
