What is "?" used for?

Dear Sir/Madam My latest point of confusion and need is "?". I have seen many website's URL having "?"s in them. I understand that they are basically representing a query parameter, like: in http://uptu.ac.in/results/results_even_2009/bte8_09.asp?rollno=0505410069 rollno is a query parameter to database server. My question is : By implementing WHAT we are getting this "?" in the url. Is it Called Query Processing. If possible please do add some CODE in your reply...so that things get more clear to me.   Thanks in ADVANCE.   Regards, Nutan
