How are the SQL Management Tools licensed and where are they available from (other than the full sql

Our helpdesk has a request from one of our DBAs to have the SQL Server 2008 Management Tools installed on their client computer. I believe that as I understand it, there is no paid license required for these? Is that correct? If so, why can't I find them as a stand-alone download/install for the Management Tools. I don't want to provide the full SQL Server installation media just for the purposes of installing the Mgmt Tools, nor do I want to spend the time separating the files and testing to be able to provide them a separate installation for only those components.

Thanks,
Richard
