When I add a reference to C:\Program Files (x86)\Microsoft SQL Server Compact Edition\v4.0\Private\System.Data.SqlServerCe.dll,

I do not have the option to customize my theme on sites on my server.
How do I enable this?
Question: How do I enable/add the ability to Customize my Theme in SharePoint 2010 if the section is missing in one site collection on a server?
I'm doing all this on a staging server, not our production server.
I have a site collection that has been successfully moved from WSS 3.0 to SharePoint 2010 Server (Enterprise).
I ran the Visual Upgrade on all sites in the Site Collection, so that the v4 interface is being used.
When I edit the Theme (Site Actions / Site Settings: Look and Feel / Site Theme), I can only choose an existing one, and have no way to Customize it. The Customize Theme section simply isn't present.
Another new Site Collection (not an upgrade from WSS) on the same server correctly shows the Customize Theme section.
I checked all the features available and didn't see anything that stood out. (It's possible I missed it).
I am trying to create an MVC2 web application that will run both on my local development machine (on localhost), and on our central webserver.
Everything works fine when debugging from VS, and I've finally gotten so far that it also works copied to the webserver. However, when I try to copy it to my own local webserver, I get the following error message:
It should be a no brainer but System.Printing.PrintTicket is missing from Visual Studio's Intellisense, it stops at "PrintSystemObjects".
The using directive for PrintTicket generates the error message "...are you missing a using directive or an assembly reference". Other System.Printing objects such as PrintQueue work fine.
It's late and perhaps my no Brainer isn't working so well - any ideas on what I'm missing?
Environment: Win XP ServicePpack 3
Can any one help me out for the below weird exception..
System.Exception: Root element is missing.System.Xml.XmlException: Root element is missing. at System.Xml.XmlTextReaderImpl.Throw(Exception e) at System.Xml.XmlTextReaderImpl.ThrowWithoutLineInfo(String res) at System.Xml.XmlTextReaderImpl.ParseDocumentContent() at System.Xml.XmlTextReaderImpl.Read() at System.Xml.XmlTextReader.Read() at System.Xml.XmlReader.MoveToContent() at System.Web.Services.Protocols.SoapHttpClientProtocol.ReadResponse(SoapClientMessage message, WebResponse response, Stream responseStream, Boolean asyncCall)
Also installed WSE 3.0,but still not resolved.
Thanks in Advance..
