Looking for a Design to Add / Remove Associated Item

I am relatively new to ASP.net MVC and I am trying to come up with the appropriate design for the following.

For the example of Role Based Security.  I want to be able to select a User, and have one list of roles assigned to the user, and another list of roles available but unassigned.  Basically I am looking for the proper design to manage intersection records of a M:M relationship.  Is there any examples in a sample application that I could look at?

How to remove 'Delete Item' from context menu of a programmatically created list?
I have document library which is created programmatically but now I don't want to have 'Delete Item' in context menu of that document library. Are there any possibilites?

I have definition for list as List<string[]>... how do I remove an element in this list? I did the following but not working:

list.remove(a); --> not removing it????
