how could i enable check in check out functionality for a custom list? I know this exists for document libraries, but isnt this possible for custom lists?

Can anyone point me in the right direction? Am I missing something simple?
I have a js function to show/hide content placed in a div. I want it to show/hide when a list item is selected in a check box list, but just can't seem to get it to work. Here is my code:

Ideally, I would like for users viewing items in document libraries to not have the option to check out a document. I have done some research, and I am aware of how to hide/disable the corresponding buttons in the ribbon. However, the option to check out
still exists in the contextual drop-down menu when a document is selected.
Does anyone have any ideas? Thanks for your time.
Edit: Here is a link to how I am removing the ribbon buttons, I will continue with this and then go from there.
Update: I was able to remove the buttons from the ribbon successfully, But when I open the drop-down menu for a document I still have the option to check-out. Any way of removing
I am trying to check if a directory does exist.
I have used the vb.net to create a very small function and embedded into the "Custom code:" section of Report Properties.
It’s output is a return of Y or N (string) or 1 or 0 (Integer) if directory exist or not.
Here is the code which returns a String

I've seen this issue on 3 different Sharepoint 2010 implementations, including upgrades and fresh installations...
The workflow, which works fine in WSS 3.0/MOSS, operates on change of a document. Workflow reviews a specific column and based on contents of that column, it checks out the document, copies the current item from the current library to another library
in the same site and then deletes the item in the current library.
In SharePoint 2010, the following occurs. Again, this occurs in the upgraded workflow as well as in a brand new workflow created with SPD 2010 on a site that blank / not upgraded.
Does SharePoint out of the box has any reports that report the change of permission to list/list item?
User A change the permission of List Item A by adding a new user
User B change the permission of List Item A by removing a user
