My WSSv3 site which serves us as an intranet has become acting a bit weird. As before anyone listed in Site user and permissions can access the site. However the people listed as site owners or site collection administrators can't Add / modify edit any content
to a site. What I meant is when View All site Content button is selected No Create button is present to create a new document library or list . Selecting Site actions button give no other choices but Site settings ( no edit page etc ), when inside any
document library or list no other buttons are present than Actions ( to View RSS Feed ). When I try to create a new content by going to Site settings Site libraries and list create new content site is asking me for credentials. Funny is that I 'm listed as
collection administrator as well as site owner together with administrator account.
It seems as a security permission issue , however whenever I checked I'm site owner and site collection administrator (Site Central Administration - Application Management - Site Collection Administrators). When I use STSADM.EXE -o backup backup
is being done however when I use a restore switch I got an error : Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED)
