What is needed to create applications for Android and WM6 devices

I currently use VS2008 and VS2010 for web applications and would like to start looking at creating apps for both OS's

Majority of the apps will be for myself and wifes phone, so want to play around with what can be done.

Windows Management Instrumentation (WMI) is based on an industry-wide standard for notifications used to manage objects and devices across a network. By receiving WMI events, an application can be notified of changes to data in WMI itself. This allows the developer to notify the consuming application that certain system configuration data has changed, without the application having to poll WMI continuously for this data.
