What does "Version: You are editing the Shared Version of this page" actually mean?

Please help me get out of "Version: You are editing the Shared Version of this page"

  
I created a new subsite for my sharepoint publishing site with all of the same settings as the other subsites. Instead of getting the usual editing menu (check-in, check-out, discard, publish, etc.), I'm getting "Version: You are editing the Shared Version of this page." I am also missing the Page Editing Toolbar option from the Site Actions menu so I'm guessing they are related. Please help, I've been searching all over.

Suddenly,when I am editing a page as Admin, I see the following banner: Version: You are editing the Shared Version of this page

I am able to add a Web Part to a page, but I am not able to move the web part around, for example or remove a web part from a page. While there are other forum topics on this issue, I have not been able to ascertain how to return to publishing without this banner appearing. We are using MOSS 2007.
