Degree of parallelism question?

What is the difference between server level degree of parallelism setting of '0' (default) and setting to max allowable (For ex. 8)? 0 means SQL Server uses all availalbe CPUs and max (for. ex 8) means it will distributed query load equally among all CPU irrespective of CPU busy or not? How does max seeeting at the server level works, if you have to change your DOP seetings at the database or query level? Either you do it at the server level or db/query level and not both? What are some of the best practices?

How to influence parallism


I have a query used to load a target table but it is not using parallelism.  The SELECT is loading 15M rows. How can I influence (change the query) the optimizer to use it?

A similar query pulling from a separate DB but same tables is utilizing parallelism. This query load 150M rows.
