SQL STD or Ent

I am trying to find the best solution for my customer he got several branches and he need to collect the data in one place (HQ) for backup and BI , branches don’t need to send data to each other , but incase one branch needs to modify another branch data it should be done in HQ ,the Same data can not be changed at the same time ,branches connected by unreliable wan connection
so I was thinking at the beginning to get SQL 2008R2 ENT. to obtain P2P features but the Cost was too high
I have two questions
if I used SQL2008R2  Ent. in HQ and STD in the branches will P2P work ?
and if not what is the best method for replication given above information? .
