Using $SPUrl in tag

Hi

I've been breaking my head on this one. I'm trying to use $SPUrl in a XSL tag with no success. SharePoint complains about using asp:literal... I've tried every possible format I could think of. The code below is the closest I could get but, it outputs the whole literal string unprocessed. One issue is the XSL processor does'nt like "<" or ">" caracters. I've even tried with a CDATA tag. I'm at a loss here...

I want to give image url and all images reside in sitecollection images folder and url should be given from css and not from actual page layout using spurl.

How to use spurl tag in css. I tried it  $SPUrl:~sitecollection/Sitecollectionimages/ in css file but it does not work. It works from actual page layout.
