how to get SP name from sys.dm_exec_sql_text

Hello,

I am trying to run a query that will tell me the name of a stored procedure from a sql handle. I obtained the handle from a sql server blocked process report as:

 <executionStack>
    <frame line="1" stmtstart="566" sqlhandle="0x020000009fabdf1181f99f84caf7a69b95c4a196c5487fdc"/>

so, i put the handle in this:

Can sys.dm_exec_sql_text ever be blocked?

  

I am trying to make to a blocking monitor using sys.dm_exec_sql_text. But on some occasions the Blocking monitor, which should take less than a second, take up to 10 seconds. By placing statements throughout the blocking monitor query to put entries into a table with the time of execution, I've narrowed it down to the cross apply of the  sys.dm_exec_sql_text  statement.

I was wondering if its possible that this statement could get blocked
