Is there a way to change the keyboard settings for the selected region and culture settings through c# code?

Is there a way to change the keyboard layout for WPF applications according to the selected Region and Language settings of the system?
To explain more about the problem, please find the scenario below.
Normally, In English(US) culture, the decimal numbers are seperated by dot(.) seperator. But in Dutch(Netherlands), the decimal numbers are seperated by comma(,) seperator. After changing the Region and Culture settings to Dutch(Netherlands), if you open
the excel sheet and type a number with number pad in the keyboard, when we you use dot(.) symbol in the number pad, it will be automatically replaced as comma(,) by the application. How can we achieve the same using our application in C#?
In the last couple of days I've tried to refactor my code to be able to support multiple languages. Somehow I messed up my solution and still can't figure out the reason since the problem now appears seperately from my solution. Ok without anymore excuses
here we go:
I've got an english SP2010 Server with a german language pack installed. If I create a new blank sitecollection (STS#1) with default language german (language code 1031) and open the url in my browser everything shows up in english (language code 1033).
However if I navigate to "Libraries" afterwards everything switches back to german. So I only got english language on the RootWeb of my sitecoleection (at a point where I've only created a blank sitecollection without deploying any piece of code
At Site settings -> language settings german is set to be the default language and english is not activated at all. I can't tell when this behaviour started, but if I would have to guess, I would say it started when I tried to activate alternate languages
Im trying to deploy a web application project (VS 2010) via team build (TFS 2010), i got to use IIS settings of development server for deployment. So from the project properties I configured the web projects to use Custom web server, (enabled radio button), once i do this the Option in the tab Package/Publish Web "Include all IIS Settings as configured in IIS manager" gets disabled and as a result the deployed web project does not have this IIS settings.
What am I missing here, Im not using the option "Use local IIS Web Server" because the build happens in a build server and would try to take local IIS settings for packaging which is not present.
If this is not possible, suggest me any workaround. Any help on this is greatly appreciated.

I have 4 different custom page layouts in my publishing site at the site collection level. I have one site named "Services" in site collection. When i create page, i select one page layout from above 4. But when i go to the page settings of that
page to change the page layout of it, i can see only one page layout which this page based on.
Problem is why all the page layouts not listing there? I checked "Page layout and site templates" settings from look and feel of Site Settings, this r set to "Pages in this site can use any layout".

I'm using a custom.master page, which is applied to almost all pages available to READ users.
However, I'd like to apply it to the Search, Site Settings, and View All Site Content pages.
I'm not sure where this would be applied.

I know there is a field you can check when you edit the properties of a Master Page in the Master Page Gallery to set a Master Page to hidden but ... can anyone think of a way to programmatically hide specific Master Pages from the Site Master Page Settings
