According to Microsoft's details on capacity management and planning below - you can have a copy of Central administration running on a second server, I always though you could only have CA running on one server. How do you have a copy running on a second

Obviously you don't run the installation software as you have multiple copies of the CA database and config databases but you couldn't have a restored site collection either as this would be out of date as soon as you installed it so how do they propose
you do the above, they actually state having two copies and the original in the link above?
