Linking the Numbers Using Regular Expression

I have a index.html file, which contains number like 192, 50, 20. Like that so, i need to give link for the numbers:
For Example in html:

ranscendence theory, 57, 58, 238
transcendental numbers, 51–55
Trost, E., 183, 194

First, i need to find the numbers and i have to replace. Suppose 57 is there in html file i need to give the link. But, before i have to find out which chapter it is coming. Suppose 57 is there in chapter 2. After replaced it should be like <a href="cha2.html#pg_57">57</a>. For all the numbers presented in the index.html file.

Ya this is right linking number in regular expression for all.
