Hi,

This exception class is only thrown when we call a method, a case is invoked, or any feature request made which is still to be implemented. This class act as expert programmer's best friend, life saver at times; it helps the developer to compile and execute half-cooked code by minimizing the risk of forgetting to finish it later. Using this exception you implement any custom class without completely designing it (I guess the best part of it).

To know more about it you can follow these links

Hope this helps.
