You can use the tootip property to show text on any control.. If you are using HTML img tage than user "title" and "alt" attribute of the image to show tooltip

eg

<img title="Hello" alt="hello" src="../Image/yourimage.jpg"/>

Hi,

You can use this image as a background of div tag and add text as div content.
