How 2 access Webcam through .Net

Hello, i m doing my final year project based on image processing for that i want 2 interface webcam using ASP.net/c#. Also tell me procedure to store the captured images in database. how can i do this.
also suggest me Which is the better language for image procesing.

For Read and write image in SQL Server you can refer this articles

For Saving Image into Sqlserver
